I appreciate the new difficulties

and the risks which may result, but I am

glad to know that the war Office would

be prepared to take them. We think

that it would be as well to defer a

final decision until the policy about

the operational future of our clandestine

organisations in China has been defined,

and we should ourselves incidentally

like to wait for MacDougall's return
